In September 2019, the world's first floating nuclear power plant was moored in the remote town of Pevek, Russia’s northernmost Arctic community. It is a dramatic symbol of Vladimir Putin’s ambition to develop and control the Northern sea route that connects Asia and Europe. The town, an outpost on the Arctic Ocean, which has suffered decades of economic and population decline, is now at the center of one of the biggest socio-economic changes of the Arctic - an opportunity for some, but an intrusion for others. Against the backdrop of the extreme environment, the film is an intimate look into the lives of residents with wildly different backgrounds, and equally different ambitions.
